CIPLE or the culture test? The difference and what the law requires

Short answer

The CIPLE is a language exam at level A2. The new test in the law covers culture, history, national symbols, rights and duties and how the State is organised. The law puts language, culture, history and symbols in one requirement ("test or certificate"), and how that works in practice, one test or a language certificate plus a knowledge test, depends on the regulation, which we have not found published.

The CIPLE is a language exam

The CIPLE (Certificado Inicial de Português Língua Estrangeira) comes from CAPLE. The PaN (the Portuguese language test for acquiring nationality) comes from IAVE. AIMA's guide describes the two as the language exams currently available to certify level A2, the minimum for a nationality request.

Note: this guide appears to predate the 2026 law and may be out of date. The official text below is in Portuguese.

How Portuguese is proved, according to AIMA

AIMA summarises article 25(2) of the Nationality Regulation (as amended by Decree-Law 26/2022) and lists six ways to prove knowledge of Portuguese. Three of them:

Certificado de aprovação em prova de língua portuguesa realizada em estabelecimentos de ensino da rede pública, quando efetuada em território nacional
Official passage: AIMA, summary of Regulation art. 25(2), point b.
Official passage: AIMA, summary of Regulation art. 25(2), point c. Perguntas e Respostas, Língua Portuguesa (AIMA)
Certificado que ateste a conclusão do nível A2 ou superior do Quadro Europeu Comum de Referência para as Línguas
Official passage: AIMA, summary of Regulation art. 25(2), point d. Perguntas e Respostas, Língua Portuguesa (AIMA)
A certificação de nível A2 ou superior faz prova do conhecimento de língua portuguesa para efeitos de pedido de nacionalidade.

What the new law adds

Organic Law 1/2026 requires proving, "by test or certificate", knowledge of the language and culture, history and national symbols, and requires knowing rights and duties and how the State is organised:

Note that the law does not speak of two separate exams. Point (c) puts language together with culture, history and symbols. Whether the regulation will ask for a single test, or a language certificate plus a knowledge test, is exactly what is still missing: see the status of the regulation.

Comprovarem, através de teste ou de certificado, conhecer suficientemente a língua e a cultura portuguesas, a história e os símbolos nacionais;

Conhecerem suficientemente os direitos e deveres fundamentais inerentes à nacionalidade portuguesa e a organização política do Estado português;

What Citizen Prep covers (and what it does not)

We train the topics of culture, history, national symbols, rights and duties and how the State is organised. We do not prepare for the CIPLE or the PaN, which are language exams. If you need a language certificate, look at CAPLE, IAVE or a host-language (PLA) course.

To study the knowledge topics, start with the free test and follow the 4-week plan.

What may still change

The law itself told the Government to amend the Nationality Regulation, and article 25 is part of it. AIMA's list above may change. Always confirm the version in force in the Diário da República and on AIMA's site before booking an exam.
